Inauguration voice calls and video messages apparently strained beefed-up cell-phone networks in the Washington, D.C., area. Text messages seemed to do fine, while AT&T and T-Mobile reported redirecting congested traffic. An analyst said cell-phone users seemed to be learning a new kind of mobile etiquette for mass events.
